Steve joined the Civil Service in 2002 to work with disadvantaged children and families through the DfES’ Sure Start and Children's Fund programmes. He moved to the Department for Communities and Local Government for eight years, concentrating on vulnerable households and housing and planning projects, and returned to DfE in 2011 to work on school exclusion policy. He spent time implementing the Wolf report’s reform of vocational education before his current post in the pupil premium policy team. Before the Civil Service Steve worked in the financial sector as building society manager and mortgage specialist.

  • Understanding the key areas of Pupil Premium use that schools are accountable for, and should report against
  • Discussing ways schools should feel able to spend Pupil Premium, that isn’t directly on academic outcomes, such as on improving pupil’s mental health and on activities that will also benefit non-eligible pupils
  • Exploring future challenges and priorities for schools in supporting disadvantaged pupils and improving outcomes
  • Highlighting funding plans for primary and secondary age pupils in the 2021-22 financial year, and how these will aim to provide continuity from 2020-21
